I’ve been told (thank you, Mary Weaver) that Randy Bauer makes understanding tax policy interesting. Let’s put him to the test together today, starting at noon central time.

Here is Bauer’s background, along with sample questions he will tackle.
Bauer was a member of the Iowa Senate Democratic Research Staff from 1987-1998, primarily responsible for budget, tax, and economic development policy.
Governor Tom Vilsack appointed him state budget director in January 1999, and he held that position through July 2005.
Bauer joined Public Financial Management Inc. (PFM Group Consulting LLC) in July 2005. PFM is an independent financial advisory firm to state and local governments throughout the US, with 38 locations, including an office in downtown Des Moines. He leads its state government, tax policy, and business incentives consulting practices. His clients include prominent local governments - including Baltimore, Chicago, Fort Worth, Kansas City, Memphis, Philadelphia, and Washington, DC.
Questions
How has the state budgeting process changed in the last 20 years? How about the state budget and tax policy? How is Iowa doing financially compared to other states?
